Punishment to improve discipline

The Romans used the census to determine an individual's tax status and qualification for either the Senate or the army based on his reported property. (I have selected the scene illustrating the purification of those selected for the army). The consequences were severe if a citizen attempted to avoid his tax share by failing to provide an accurate record of his property and dodged military service.
